Starting Basic Salary: - Kshs 154,439

Job Specification

The Manager, Human Resource and Administration and is responsible to the Deputy Director Corporate Services for:- 

  1. supervising all staff in the division;
  2. developing and reviewing on a continuous basis the training policies for staff to ensure relevance and adherence to the laid down official policies and guidelines;
  3. coordinating recruitments, appointments and promotions exercises;
  4. upholding staff discipline and secretary to the disciplinary committee
  5. establishing and maintaining a registry for proper storage of the Agency’s documentation and files;
  6. formulating and reviewing on continuous basis terms and conditions of service;
  7. establishing and ensure proper management staff retirement benefits Scheme;
  8. developing and implementing an effective and transparent performance management policy;
  9. coordinating staff performance appraisals;
  10. developing and implementing succession plans;
  11. coordinating transport activities for the Agency both internal and overseas;
  12. Performing any other duty as may be assigned by the management. 

Person Specifications

For appointment to the grade of Manager, Human Resource and Administration a person must have:

  1. Master’s degree in Human Resource Management or its equivalent from a recognized institution;
  2. Postgraduate Diploma in Personnel/Human Resource Management or its equivalent from a recognized institution;
  3. Bachelor of Arts degree in Social Sciences (Sociology, Economics, Public/Business Administration, Commerce) or its equivalent from a recognized institution;
  4. at least ten (10) years working experience, five (5) of which must have been at a managerial level in Human Resource and Administration;
  5. Membership of IHRM professional body in good standing;
  6. Strategic leadership course not lasting less than four (4) weeks;
  7. Must have a valid practicing certificate from Institute of Human Resource Management.

  1. Higher Education Loans Board (HELB),
  2. Kenya Revenue Authority (KRA),
  3. Criminal Investigation Department (CID), 
  4. Ethics and Anti-Corruption Commission (EACC); and 
  5. Credit Reference Bureau (CRB)
