Job Reference: ACA/DDFA/3 (1 POST):  Basic Salary - Kshs 154,439 - 5-Year Contract, Renewable Subject To Satisfactory Performance.


Job Specifications

The Deputy Director Finance/Accounts is responsible to Director Corporate Services for: -

a) Ensuring that all financial resources of the Authority are effectively and efficiently managed by maintaining financial controls, prudent procedures, adequate records, and accountability standards that meet requirements of the oversight governance body and regulatory authorities;
b) Ensuring financial practices of the organization are carried out in adherence to professional ethics and standards of accounting (per ICPAK and IAS, IFRS);
c) Coordinating, generation and analysis of financial and management accounts for the Management and Board;
d) Supporting the Authority in the preparation, co-ordination and control of budget, cash flow projections and actual cash analysis;
e) Managing annual audits and liaising with external auditors on issues related to audit;
f) Liaising with tax consultants and other regulatory authorities (KRA, RBA, NSSF, and NHIF) on areas relevant to them;
g) Authorizing payroll and ensuring that all statutory and non-statutory deductions are made properly, promptly and are remitted to the respective authorities as required by law;
h) Approving payments;
i) Acting as the financial advisor to the Authority and provide management with investment advice;
j) Ensuring the Authority’s financial resources are safeguarded from loss through fraud and error by maintaining an adequate system of internal controls;
k) Ensuring the Authority complies with all the legal, regulatory, and audit requirements;
l) Ensuring that timely and accurate reports are submitted to the Management and to Board;
m) Ensuring that financial reports are timely and accurate and are in accordance to IPSAS;
n) Coordinating preparation and submission of final accounts in a timely manner;
o) Providing effective supervision to staff in the division; and
p) Perform any other duty as may be assigned.

Person Specifications

For appointment to this position, the person must have: -

a) Master’s degree in Business Administration or related disciplines;
b) Bachelor’s degree in Commerce, Business Administration, Economics, Statistics, Sociology, or related disciplines;
c) Obtained Certified Public Accountants CPA(K) or its equivalent from a recognized Institution;
d) A member of Institute of Certified Public Accountants;
e) A minimum period of ten (10) years relevant cumulative work experience;
f) At least five (5) years relevant work experience in management;
g) Proficiency in computer applications; and
h) Fulfil the requirements of Chapter Six of the Constitution.
