3. CASPAR OLOUCH, Chief Inspector, Anti-Counterfeit Authority

Bio: Caspar is an Electrical and Electronic Engineering engineer by profession, a graduate from the University of Nairobi and specializing in Light Current. He rose through the ranks of ACA Inspectors to the level of Chief Inspector Heading the Coast Region for many years and Regional Head of Nairobi Region and the Inland Container Depot Nairobi Office.

He is very instrumental in technical development of enforcement policies and manuals internally at ACA and also at stakeholder forums. He is currently the enforcement focal point in development and implementation the awaited Intellectual Property Recordation function and automation of ACA enforcement processes.

He is has over 10 years in supervision and management of enforcement work functions at ACA and currently handling online counterfeiting function.
